Null notation on Hodgdon rifle reloading page

Was doing some research on .303 British loads. Came across this on the Hodgdon Rifle reloading site. The load for IMR 3031 shows the word "Null" on the starting load but shows data for the max load. Does anyone know why they wouldn't show the starting loads? I noticed on the Enfield Rifles.com website they list starting load of 38.0 and max load of 38.5 using IMR 3031. Is it like WW 296 where the factory recommends only one load? Just curious as I have never seen that before.

I'd guess that data was not recorded or something? Either way -10% from max is always a good start. Hodgdon is really good at answering emails if you want a definite answer.
 
I agree, lacking data.

IMHO, IMR3031 is a tad fast for cartridges 174 grains and heavier.

I'm not saying it's unsafe. If it's all you have on hand, it will do the job well enough.

Many later manuals don't even list IMR3031 with 174 grain bullets or heavier bullets. The fastest powders they list are 4895.

I've loaded 180 grain bullets with IMR3031 as low as 31.5 grains with good results.

A midway point around 35.0 grains is a good place to start IMHO, appx 10% from maximum as mentioned previously.
