Numbers of Russian milsurps from different plants

For the last few years of collecting Russian milsurps, i currently hold the following observation for the rifles and the plants they were produced. It seem that one plant made more rifles then the other(s) for a particular model at a particular time. Now, what I don't know is why. I am interested in the history but i can't seem to find the stories...thx guys!

Mosin Nagant 91/30: less Tula, more Izhevsk.

Tokarov SVT-40: more Tula, less Izhevsk, rare Kovrov.

Simonov SKS: more Tula, less Izhevsk.
 
Mosin 91/30: During 1941 the Tula factory was being moved (so it wouldn't be captured) and during 1940-42 they were also the largest SVT produced, so production of 91/30's during the three most prolific manufacturing years of the war was scant.

The SKS is rarer from Izhevsk b/c Izhevsk was developing and troop trialling the Kalashnikov in that timeframe.
