Oblique cutout in bottom of Norc M14 receiver

What's this "oblique cutout" in my Norc receiver ?
What's it for ?

I see the cutout on the receiver drawing. It's on sheet 4 of 4. Look for the note that says "TOOL MARK PERMISSIBLE." I have a few photos of the under side of USGI M14 receivers. One of the Winchester receivers has the cutout as pronounced as the photo above. The cut is not as pronounced in the photos of the other USGI receivers.
 
It may be a shortcut that the Chinese used, without having to comply with each USGI inspector's check. (It would not be unexpected ... ) On another thread I posted a link ( http://www.imageseek.com/m1a ) to an online manual that mentions how some US importers went to China for a technical assistance visit to discuss how to tighten up the Chinese' QC. There might be something there that will answer your questions.
