Washington has a law against non immigrant aliens being in possession of a firearm. This was brought about by the AG because she hated hispanics and didn't want them armed. She was later elected to Governor and ther is an exemption for Canadians who are hunting with a valid hunting licence. The kicker is that the State does recognize the Utah permit and says that the Statute has never been enforced against Canadians??? What??? Do you want to risk it or be a test case??? It is stupid and the legislature is working on changes to that statute.
 
Your best bet is UTAH which seems to be becoming the Defacto standard for CCW permits across the US. It has more states that recognize it's permit, or have reciprocity than any across the US. 31 I think was the last count. Another easy one should be New Hampshire. Of course in Vermont and Alaska, no permits are needed. If you come to VA, there is no permit required for Open Carry (UT is recognized here for Concealed Carry).
