Looking at the wood its newer. Certainly not WW1. Its easy enough to find old Cartridge casings (;) ;) ). That said, judging by the condition maybe something someone did in the 60s or 70s (just a guess). All it takes is to find a few of Grandpas old trinkets and away you go.

Of course! Its the perfect conversation piece a soldier would need to keep on his desk in the trench while he pens a letter to home, or perhaps a poem about poppies! :p
 
I really don't think bubba had anything to do with this. The workmanship is far above that. Might have been a presentation piece, possibly for someone retireing from the service.
 
It looks to be either nickel or silver plated. Hardly bubba work. Probably a bored vet tinkering with bringback "junk" or something.
