Even if you don't need an outfitter, selling tags is like printing money. Some would buy the tags for novelty.

Hell, I know Canadians who buy the cheapest hunting license they can from whichever state allows you to buy online, so that when they drive into Buffalo they can legally be in possession of ammunition.
