Old cooey model 60 needs some lovin

I have recently purchased an old cooey model 60 for $50. I would like to re do it as the previous owner has taken some sand paper or what ever to the barrel and has removed the bluing, or most of it anyways. Now I am tasked at removing the rest along with a bunch of rust. One question would be what is the best way to go about this? Also I have come to like the shiny stainless look. So what is the best finish to keep said look. Will post pictures when I learn how. Thank you

UPDATE: after closer inspection what I though was rust its actually just more bluing that has not been taken off. Any help would be great. Thank you

If you want a smooth, blemish free looking kind of a barrel I think you are going to have to start with whatever grit of sand paper that is necessary and work your way up with finer paper to get rid of scratches. Only use steel wool or very fine paper where the lettering is so as not to remove it. That's the way I do it when getting barrels ready for rebluing. Steel wool works fine for just trying to remove some surface rust without hurting much of the bluing but I think you will be scrubbing a long time with steel wool to get your barrel to a blemish free condition. As far as leaving the bare metal look, certainly not my cup of tea.
