The design of the M4 is, technically speaking 'owned' by the US government who contract companies to produce firearms to that design - with a semi-auto copy of the M4 the only way you'd be stepping on someone's intellectual property rights is if you cloned something that wasn't part of the USG design (but I strongly suspect you'd get your *ss kicked by the developer) - KAC's bolt design for example.
