OMG! CFO confusion on re-registering a AR Upper!!!

after a new build from a aero lower registred as "carcasse / boîte de culasse" do you need to call the rcmp to tell them it have been built to a complete firearm?
 
We need to understand that there are possibly 3 people with actual knowledge of firearms, working at the CFP, the rest were hired by government "equal opportunity" guidelines not because of their expertise but because of their race.
 
My favourite person at the CFP is Margie. Always pleasant and helpful. My least favourite was the older guy with a french accent who, when initiating my transfer, paused and felt the need to say 'ooooh, you have many listed under your name'. All I could reply was, 'thanks for your opinion'.

Wait you guys do the get the india Indians or Pakistani ladies who don't speak English, or the English fellow who has such a thick accent you need the guy in a circle to tell you what the guy is saying
 
Tried registering my AR as lower only after selling the upper and they said I needed a collector license in ON for that.

Going to be honest that makes no sense, at least whoever you talked to must be mistaken. If you sold the upper then your sold the upper... I've done this many times. :0
