Ontario black bear Victoria Day long weekend

I would like to get away on the long weekend to do some crown land camping and I want to also do some touring for black bears while I'm camping. My question is what area would be a better choice wmu 39,41 or 42 I've never really been in these areas just have drove threw ? Witch area has more access ? Any help would be appreciated thanks.

I saw lots of bears late last summer in 38 and 39. Lots of places to camp with easy access.
