I could see the CFO claiming that they want another cooling off period, but if somebody already owns a .45acp pistol then what possible justification can the CFO come up with then? Check the license - it's still valid, check the registration - it's correct, .... Oh, that took 2 minutes.... wait 4-5 weeks.... Approved! :rolleyes:

The person you should be complaining to is Stockwell Day. The CFO is a federal position operated in a Memorandum of Understanding by the province. Pressure Day to change the arrangement in Ontario or pressure the Ont Government to fix the problem. The Ont gov't will respond by asking for more money. Suggest to Day that the Ont Govt is intentionally stalling the process and demand that the Feds take it over completely. They won't, because then THEY have to spend the money, but if enough people ##### it might get some action. Make sure to bring your member into the fray if he's CPC (don't even tell him if he's not - he may try to work against you.) The staff are likely more or less working to rule - there is more work that they can do, and they aren't getting paid to do more than a day's work. with the required due diligence I would guess about 30 a day would be about right - with the typical interruptions or oddball files that would drop to 20. They just won't put on more staff. Government problem everywhere...

I wouldn't waste the stamp sending them a letter. Aim higher. Perhaps a blitz of letters to Monte?
 
A letter to Stockwell Day would be more effective, but I'm hoping the Ontario CFO will respond with what he believes to be the cause for the long delays in processing restricted transfers. I can then forward the CFO's response to Day and ask for action.
 
The transfer of my two HG'S tool over 6 weeks! If I didn't start calling after 4 weeks it would have taken longer....:confused: :mad:
 
Almost 5 weeks now. Still waiting. The only effect of this ridiculous delaying is that I bought 2 more pistols. I figured that I'd better buy more now in order to avoid endless waiting in the future. Who knows how long it gonna be in the future! Maybe 1 year of mandatory holding in CFO?

Dear Sir and Honorable Minister,

We are writing in to regards to the long wait time that Sport Shooter face when waiting for the CFO Ontario to process a transfer and issue a Authorization to Transport(ATT) a newly purchased restricted firearm. The average waiting time is five to six weeks and longer. My wife and I have missed a few competitions because these untimely and unnecessary delays. There is absolutely no need for these long delays to be re-occurring.

There is no legally mandated waiting period for the purchasing of any
firearms. We can take home a non-restricted when we purchase it. Yet, we must wait and be given permission from the CFO Ontario's before we can take our restricted firearms home. We feel this policy is biased and discriminatory in nature by not allowing us to practice a part of our Culture and Heritage in a more timely manor.

Now we all know that the CFO Ontario is very short staffed and that Ontario has the busiest CFO office in the country. To be honest, the CFO staff are always very accommodating and are always a pleasure to deal with. They certainly could use more people working at this very busy place. Increasing the staffing levels would certainly help, but this of course would increase operating cost. So lets fix this problem another way.

Would it not be faster, simpler and more cost effective to eliminate the need for a short term ATT all together. The rest of Canada doesn't require their CFOs permission to take home a new purchase. Ontario and Quebec are the only two provinces that require separate approval and an yet another ATT permit to take home any new purchases or transport to a gunsmith for repair.

Since we are all legally licensed individuals, that already have ATTs issued to transport our restricted firearms to/from any licensed range. Would it not be simpler just to update all of our ATTs to "allow pick up from point of purchase and transport to a gunsmith for repair". Non-restricted firearms can be transferred on line by businesses or individuals by phone, so why can't restricted firearms be handle the same way. All restricted firearms are already verified anyway. When we contact the CFC to commence a restricted transfer, we should be given a reference number and allowed an immediately transport permits to take them directly home only.

So, we are officially requesting that the CFO Ontario update all ATTs to include "transport home from point of purchasers and to/from a approved gun smith for repair". If the CFO decides to issue a "Notice of Refusal", please respond by the time frame prescribed by Law! Then we can start proceeding to challenge the "Notice of Refusal" with a Justice of the Peace.

Maybe he will cough up a quote like "The provincial government (McGuinty) mandated that I delay transfers for a minimum of 15 days" or "I wait for an RCMP background check because I don't trust the licensing system".

definitely a mcguilty issue. i suspect he's starving the cfo office of resources, although i wouldn't be surprised there's a go-slow edict as well. dont forget ontario also only issues atts via club recommendations, some for a only a year or only until the club's renewal mopnth comes up, which adds to the workload.
 
I better not mention that I had my long term 5 yr ATT in my hands BEFORE the pistol even arrived! GAWD I love Alberta!!

Just more ammo for Bruce M's case, love how CFO's duties and responses differ from province to province for a "national" law.
 
Nova Scotia Provincial Firearms Office rocks! Transfer done while I waited, in about 5 minutes. They coudn't have been friendlier or nicer. Boy, do I feel sorry for you ON and QC guys.
 
for my particular cases, the new ruger 22/45 took 7 business days(bought from wholesalesports 2 months ago,the new sig p226 took 4 business days bought from TargetSports 2 months ago, recently new wilsoncombat CQB bought from P&D took 15 business days(just approved today).another private transferring still in queue(it already took 10 business days)

Approval received by Friday...
Guns in the mail Monday.
