Ontario Hunter Education Course for people with PALs already

I am moving to Kenora, Ontario and have been reading the regs as well. It seems odd to me that an experienced hunter like myself who has a valid firearms licence, as well as having completed a hunters safety course in the past has to re-do it all. I just don't understand the reason. Welcome to Ontario!!
 
Not all shooters hunt. So if someone is a firearms intstructor and gives the CFSC course, then decides they want to start hunting, would the OP's instructor insist that the CFSC instructor do the firearms portion as well?

I think you are allowed to challenge the exam without taking the course if you are moving to Ontario and hold a hunting credential where you live now. You should look into it.
