ontario moose draw...dumb questions

how exactly does this work?

we have hunted deer for years but I know the moose draw is different and much harder due to the issues with the population of moose.
anyway
we have a group of 5 or 6 guys maybe more.
hunting in wmu 49
we are all first time so pool 2 I believe.
do we all have to pay $55 up front?
are we guaranteed anything? like a calf tag.
if we are not drawn for anything do we lose our money?
and next year are we pool 1?

if anyone could clarify this it would be greatly appreciated.

Have a look at this above link to find your hunt code area for application by phone or online. One person will be asked to be identified as the group leader and everyone will apply to the given code, pass it onto the other group members.

Look at page 49 on the above link to find out if your group numbers will make the guaranteed tag requirement. It does not look like you guys will get anything at all for WMU 49. Maybe look at another WMU.

If this is your first time applying, you will be considered in a Pool B draw. Meaning, other people in Pool A draw have priority over Pool B. If you are serious about moose hunting, apply every year to maintain your Pool A status. You will only be moved into Pool A status after your second year applying for moose and every year consistently year after year.

But you can start to apply now as you will be placed into Pool B and the following year you will move into a Pool A
 
It works like this, you pay your $55 and eventually you will be given a calf tag. If you are into the draw 2 yrs in a row or more you have increased chance ie 1st tier where the odd group may get a bull of cow tag. For my camp essentially you pay your money and get calf tags regardless in WMU 56...
