Apply as a group - only chance you have.
All they are telling you is that even if you have the max group size allowed (15 I think) that doesn't guarantee a tag because so many groups/individuals apply in that area (the number applying outweighs the number of tags available by gigantic margins) that they can't guarantee a tag.
If you look at the chart in the regs it generally tells you what groups size got tags last year (if applicable).
For example, this year WMU 30 has "no guaranteed group size" for either bulls or cows, but last year groups of 13 or more got a bull tag and groups of 10 or more got a cow tag - if your area still says "none" in the last years results then odds are uber-low of pulling a tag.
Plus you have to factor in that most WMU's will get less tags this year, so the "last years results" will not likely hold true this year and expectations should be adjusted accordingly.
The only WMU's where "individuals" have even a "lotto 649 chance" of drawing a tag are in the WMU's with group sizes of 2 or possibly 3.
I have drawn 3 tags as an individual in WMU 25 in the past 15 years or so, which until last year had a groups size of 2 - as a group we have pulled a tag every second year since the late 1980's with the exception of one time.
In today's moose draw you either have to go super-remote (essentially no road access) or hunt in a very large group.
