Ontario Moose hunting: How to get to pool 1 for next year?

I'm getting started at hunting with a three friends. This fall we have planned a deer hunt. Thought it made sense to start big game with deer before we tried moose.

Someone I know suggested that we apply for the moose draw anyway because we will be pool 2 hunters this year and that will allow us to be in pool 1 for the draw next year.

I read the regulations and looked over the course notes from my course and I don't think these draws are meant for us to participate if we have no intention of hunting moose this year. Of course if we don't apply then the chances of getting drawn next year might be slim.

The question I have is: If we apply for the random draw individually and do get drawn out of luck, I imagine that does not require that person to purchase a tag correct (I'd rather it go to someone who plans to hunt). I imagine that automatically puts the person who drew the tag in pool 2 for next year and any that didn't get a tag for this year in pool 1 for next year.

So it actually seems like this person who recommended we apply for a tag this year (perhaps in an WMU where we are unlikely to get one - say 47 or 34), is likely correct. Anyone who draws a tag will be no worse off next year as a pool 2 applicant, than he would have been had he not applied for the draw this year. And anyone who did not draw a tag will be promoted to pool 1 next year.

Am I missing anything?

How do I stay in Pool 1 for next year if
I know I cannot hunt this year?
Some hunters who are eligible for Pool 1 know they will not be able to participate in the moose hunt this year, but want to ensure they are in Pool 1 next year. You must apply for the draw to retain your Pool 1 status for the next year’s draw by submitting a draw application online or at a participating ServiceOntario centre or licence issuer and apply for Wildlife Management Unit 99Z (this is not a real WMU so you will not be issued a tag).

Do it as you suggest, apply for a unit with very few tags. You will not get one as a Pool 2 applicant.
 
The only way to get to pool one is to apply this year. Either pick a WMU with low odds of success or apply for where you're intending to hunt anyway. In most WMU's you will automatically have a calf tag when you buy your licence.

Stupid way of doing things, but they won't let me make the rules.
 
dont worry ! just get in the draw.... its a corrupt rigged bull#### sys in which you rarely get a tag ...and others get it every year

people have gone 12years and NO TAG...
 
What happens if we do get drawn this year? Trying to understand the downside.

As a Pool 2 you won't get drawn if you pick any of the WMUs this side of the far north.

When you do want a tag apply as a Group. My group, which isn't big enough for a Guaranteed tag (we are always one short), has received a tag every year for the past 10 years in the large Group draw.

You can't put in the draw without buying the moose license, whether you are hunting or not. $53.44

99Z is for people that want to get into pool 1 the following year, or for people that want to stay in pool 1 but don't plan on hunting that year.

Ok I get the $53.44 fee. Guess I have to pay it when I get the license / apply for the draw?

The way I read the regulation regarding 99Z it says:

"How do I stay in Pool 1 for next year if
I know I cannot hunt this year?
Some hunters who are eligible for Pool 1 know they will not be able to participate in the moose hunt this year,...."

Tells me that this only applies to hunters who are already in Pool 1 this year and want to preserve their Pool 1 status. i.e. not hunters who are in pool 2 but want to get into pool 1 next year.

Wish I could get out to try to shoot a calf this year. The problem is timing. We've all got work stuff going on during moose season. Figured we'd start off with a rifle hunt for deer as our first time out.
 
Just apply to 99z. Youc an do that as a pool 2 hunter. Next year you will be in pool 1.

If it makes you more comfortable just apply to unit 50 as an individual. You wont get drawn for a tag there as an individual pool 2 applicant.
