Ontario Transfer Wait Times?

So pardon my ignorance here, but are transfers / license approvals etc. handled by different offices (and perhaps in different locations), and those organizations funded by different provinces? I always presumed it was a single office with staff working in say different groups for each province, but under one RCMP department. I understand that each province has its own CFO, but do we have 10 differing beurocracies?

I'm asking because my purchase today (Alberta buyer, internet dealer) was assigned a transfer number within 6 hours. (and maybe they are busier, because that's 3 times as long as my preceding purchase late last year at 2 hours). I'm not gloating over a difference between provinces, I just don't understand how it can be so different if we are all supposedly following the same rules.

Just my random thought ..

Each province has their own CFO office that handles the transfers. The 3 territories are divided to and I think are assigned to BC, Alberta, and Manitoba (someone please correct me on that). The end user of the firearm at the province he/she is assigned in is designated to that province's CFO office. Therefore any sale terminating to Ontario (for example) will be handled by the Ontario CFO. Since Ontario has the largest population of registered gun owners, it is only natural that the Ontario CFO will experience delays in processing Ontario transfers. When it comes to your PAL, it is handled first by the province CFO of where you applied, and then transferred to Miramichi, NB for final approval (or is it the other way around?).

In your instance because you live in Alberta. If we do a transfer, and you call the 1-800 CFO number, you are transferred to the Alberta CFO. I get the transfer number and call the same 1-800 number, but get transferred to the Ontario CFO. Once that is complete, it is now the responsibility of the Ontario CFO to do a background check on the firearm and give a stamp of approval of the transfer. If you and I were to do it the other way around - I sell to you - then the Alberta CFO will run the necessary checks.

Don't mean to be rude but did you not read my post on the previous page about who handles transfers?
 
Sometimes a transfer is done and the dealer forgets to call you and let you know.

I had a similar issue with my CZ Shadow 2, the transfer was done after a month, i was waiting to hear back and nothing happened.
I went to the range one day, saw some paperwork, called CFO and they told me it was already done awhile ago.

So if you are waiting, go to the place you bought the firearm or call them and see if it was already done, or call the CFO of your province and ask them if it was done or what is the delay.
They have always been pretty reasonable on the phone with me.
 
My last transfer in ON took 5 weeks. The fellow in BC I purchased from thought something was wrong. Takes them a week in BC...
 
anything over a week call your ombudsman and file a complaint. Its amazing how fast they go through after that.

Yup. Too bad most people would rather just complain on here and do nothing to actually better the problem. I had my transfer done the day I spoke to the Ontario Ombudsman (https://ombudsman.on.ca/home).

I spoke to the ombudsman yesterday and all she could offer was to call the cfo and ask where in line my transfer was and how long it would take. In other words they can't really do anything.
 
Started transfer January 20 2017. Was told they were working on December 23 transfers and they were looking at having to complete 2000 ahead of me. Waite time estimated at 4 weeks. 20 working days. Seriously broken system.
 
Initiated transfer on Dec. 17 - completed yesterday, Jan. 25 . So, five and a half weeks ! Both seller and buyer live in southern Ontario. Asked the lady if the long wait times were a result of so many people buying restricteds, or is the CFO short staffed ? She said - a bit of both.
