Opening powder can

I recently bought an 8lb keg of IMR4320 expecting a modern plastic screw top canister. Instead, it's an old school metal can with some sort of strange cap. The black cap thing is recessed into the can and has "pull up spout" written on it and an arrow indicating that the cap should rotate. I can't get a good grip as the cap is recessed into the can.

Does anyone know how to open it?

Does the cap have plastic tabs that can be bent up and then used to pull up the spout?

Does the cap resemble an 18 litre oil bucket type cap?
Pry two finger ears/hoops up and pull the neck up?

If it is a snap cap, push hard in the centre with your thumb and it should pop open.
Th flexible neck can then be pulled up.

Thanks for the advice guys, these old cans should really come with opening instructions...

I just pulled on the two tabs(didn't realize they were meant to be pulled on) and the whole cap came off. I managed to extend the "spout" by putting my finger inside the canister and pulling the plastic spout up.
