I think the V4 line is made in Japan... never owned one but it should be a good scope. I like the older Zeiss with their proprietary Schott glass and German construction but I wouldn't turn my nose up at this: most scopes from Japan the past few decades are of excellent quality.
The only regret you might have is when you arrive here in the east: variable from about 2-10x is more ideal for hunting. The mass might be an issue if you carry it on foot for hours. Holdover reticles are nice when you expect to shoot quickly, farther, but you'll need to remember it's second focal plane and the holdover values will be different when you adjust the magnification. Don't forget that, and it'll never be a problem and you'll enjoy the scope.

Rifle with mount, optic etc just came in at 8.4lbs on my household digital scale

The Rifle according to Ruger weighs 6.5lbs, the scope according to Zeiss weighs 1.4lbs and the mount weighs 0.325lbs according to SPUHR.
Come to 8.23lbs. so my scale is pretty close.
I don't see how you can get anything much lighter. It's not like I added a bag of rocks.
