Optic repair. Who, where, and what can I expect to pay?

I got an odd ball scope that needs to be looked at... Or perhaps just a cleaning. The field or ocular lenses appear to have finger prints, inside??? Has anyone seen something similar?

It's a Zrak Yugoslavia 4x32N. Which is a Zeiss or Swarovski design. Who would I take/send it to get looked at?

I think the lens is scratched from improper cleaning. The scratches "appear" to be on the inside due to refraction, but are actually on the outside. I think? Not too practiced in optics.
