Basically that it can be fired while in the bath tub. :p

The above joke aside. It means it can fire within seconds from being submerged. Most testing of this sort still allows for water to drain for a split second from the barrel to avoid a kaboom.
 
Lots of beaches and lots of sand in israel, pretty important feature if youre looking at the surrounding sandy countries and the other littke strip of land that has a long beach.
 
Do it up lol, one member here did the otb test a while back with a SAN. Worked perfectly but if I recall the water bulged the barrel a bit. He did not let the barrel drain either, straight out of the water and started firing ( it was a cool video).

Real important feature when using water as a cover, or needing to cross it and protect your self at the same time.

Steve Janes did do a video on it with his SAN and rang it through the ringer. Thought he showed pictures of how it bulged the barrel as well. it did ruin the barrel but did not blow up the gun. His video is an absolute DO NOT TRY THIS AT HOME, THIS IS ONLY BEING DONE BY PROFESSIONALS OR "you fill in the blank here"

FWIW, the wedge of the tip of the bullet spreads the water in the barrel apart into a ring, and then the bullet squeezes by the water pushing the water into the barrel expanding the barrel at that spot, when the bullet comes out it has been squished and is smaller in diameter than it should be, so no longer stable in flight, and where it snuck by the water in the barrel, there is typically a ring in the barrel that has been pushed out, yuu can see if on the outside of the barrel. TOO much pressure and the barrel blows up ( the bullet can't quite sneak by the water and all the pressure behind the bullet goes out the back end of the gun or it can just blow the barrel apart.,
 
Lots of rifles that will pass OTB tests are rendered unserviceable/ damaged by the testing.

Staying intact and surviving without damage are two different things.
