To date, we have not seen a written law or declaration in an official medium, and we do not operate in a manner that treats news releases and notifications via email as Law.

Effective on October 21, 2022
Conditions of Transferring Firearms and Other Weapons Regulations. The Government of Canada brought into force amendments to the Conditions of Transferring Firearms and Other Weapons Regulations, changing the regulations on the transfer of handguns in Canada.

Under these amendments, a Chief Firearms Officer (CFO) will only be able to authorize the transfer of a handgun to an individual who:

holds an Authorization to Carry (ATC) issued under Section 20 of the Firearms Act; or
has provided the CFO with a letter from a provincial or national sport shooting governing body indicating that the individual trains, competes, or coaches in a handgun shooting discipline that is on the programme of the International Olympic Committee or the International Paralympic Committee.
Applications to transfer handguns to individuals that do not meet at least one of these prerequisites cannot be processed; clients should not submit an application if they do not fall under one of these exemption groups.

Maybe the Alberta cfo is willing to declare everyone an Olympian in training?

It states specifically that the person has to meet the criteria of:

individual trains, competes, or coaches

It does not say

"individual trained, competed, or coached"

"individual wants to train, compete, or coach"

Only persons that are currently active in Canada or coming to Canada from a foreign country can meet this criteria the way it is written

Being that Pam D. (Some Lib MP) said that all license holders are essentially criminals who havent committed crimes yet, a declaration from someone in authority like a cfo that we are all potential olympians should stand up...
 
To train at something you need to do nothing more than think about it.

We all could be training to be Olympic athletes. How better to master 22lr recoil than to use a heavier caliber? Haha

I identify as a "high-performance shooter" so I should be good right....right..
