My experience using Goretex over 20 years in wet working environments us that eventually it leaks. Usually through the seams.

It's inherent in breathables in hard work environments.
 
That would be an issue with seam taping, not goretex. You suggested buying a product made with 3l fabric, literally a goretex pro knockoff, almost all made in china.

Yes all products fail eventually. I too work outside in similar and the same areas you did...

The funny thing is in my experience what differentiates low from high quality water proof/breathable clothing is the seam taping etc, more so than the fabric (though some are really bad; OR 2.5l comes to mind)

I actually don't buy taiga stuff because they have #### finish (like, you guessed it, thick poor quality seam taping) and use forms from the 1980s that are massive

I have been buy Skre gear as of late, they have a Canadian distributor and with shipping on exchanges and refunds is on them and their customer service is top shelf. Not sure if they have waterproof winter pants but worth a look.
 
I bought a couple sets of Cabela's snow camo outerwear a couple years back when it was on sale. I ended up being very impressed with the fabric as it is tough, quiet and the snow does not stick to it at all. I highly recommended it as an inexpensive over-wear option.

I bought a few sets of these 2 winters ago, they were on sale for about 30 bucks apiece for the pants and jackets. Spent a lot of time crawling through snow rocks and bushes going after coyotes, still like new.
Quiet fabric, keeps the water off. Almost too hot when trudging through the snow.
