There's really no need for special front sight tools for either the P14/M17 or the Garand. For the P14/M17 just use a drift punch to move the sight laterally. For the Garand its a matter of loosening the front sight Allen screw and then moving the front sight laterally and then re-tightening the Allen screw. Usually the Garand sight is loose enough with screw loosened to move by hand, altho a punch may be necessary on a tight one.
After zeroing many Garands, its a good idea to start with the front sight dead center on the gas cylinder and the rear sight base centered on the center serration on the receiver. Mechanical zero like this will get you on the paper @ 25 yds. The front sight can be adjusted laterally to avoid using up too much windage in the rear sight at closer ranges.
