P14 receiver material composition

Does anyone have the material make-up for a Win built P14 receiver? I am trying to gather info on it to anneal it down to a suitable hardness. My objective is around 35-40 on the C scale, but it is way above that.
 
There are outfits in the US that do actions on a routine basis. The one we use is in SLC. However, I have never sent them an enfield. My guess is you have 'work hardened' the spots you are trying to drill. I have D/T more than 40 of the P14 and found the Win. to be the nicest to work with. The Enfield is easy to warp as the rails are small/weak compared to the reciever ring. Bill Leeper has done quite a bit of work with heat treating/carbourizing, try him for advice, but I would be leery of trying to draw down a P14. My opinion only. Mark
