I have a set of Talley liteweight rings in matte silver that I want to make matte black..is there a paint that will work for this and be durable and not wear off?

If they're Aluminimum, use BBQ paint. It's cheap, readily available, flat black and made for Al. You'd want to sand the current surfaces a bit first.

Get them powdercoated. Better durability. With my semi-custom rifle I had built last year - Sako m75 Greywolf 338-06AI, my gunsmith powdercoated the new-style Sako Optilock ring mounts along with the barrel, receiver, bolt handle, trigger gyuard and clip to match the Leupold gunmetal grey scope.
