Waited almost 2 years and many phone calls later I was denied because of my DR stating I have mental health issues and substance from highschool, over 6 years go now but was just at 5 at the time of applying so I decided to mention it.. bad idea. How long should I wait before spending the hundreds of dollars for a course and reapplying and trying again?

If I were you I would call the CFC and talk to them.
Ask them this very question.
Also maybe talk to your Dr. and see what they are going to say if the CFC contact them again.

Until you can prove your mental illness is no longer an issue with an independent medical evaluation, the chances of obtaining a PAL are remote.

Agree with post #3, now the background checks are beyond 5 years (changed mid-2021 I recall), so your answer would still be “yes”

Get a new Doctor.
And what did you do in high school that got a doctor to say you were mental?
