I was just reading the latest email from CSSA. It states in part that a PAL or RPAL is required to purchase gunpowder (and primers?). I am aware that some merchants require these licenses but I was under the impression that this was their policy, not law. Where is this requirement stated in law. (I'm not talking about ammunition, just the aforementioned components.}
 
A PAL is not required. Government issued ID (or other as defined below) is.

Explosives Regulations:

Identification
294 (1) Before selling propellant powder to a buyer, the seller must require the buyer to establish their identity by providing
(a) a piece of identification, issued by the Government of Canada or a provincial, municipal or foreign government, that bears a photograph of the buyer; or
(b) two pieces of identification, each of which sets out the buyer’s name, at least one of which is issued by the Government of Canada or a provincial, municipal or foreign government and at least one of which sets out the buyer’s address.

Verification of identity
(2) If the buyer provides a piece of identification that bears a photograph, the seller must ensure, before selling the propellant powder, that the photograph is that of the buyer.

Record of sale
295 A seller must keep a record of each sale of propellant powder for two years after the date of the sale. The record must include the following information:
(a) the buyer’s name and address or the number of their licence, if any, issued under the Firearms Act;
(b) in the case of a licensed buyer, the licence number and expiry date;
(c) the type and *product name of the powder sold, the size of the container in which it was sold and the name of the person who obtained its authorization;
(d) the quantity of powder sold under each *product name; and
(e) the date of the sale.

If you provide your PAL info, they will record it as required, otherwise they record your name and address.

That was what I thought. Surprised the CSSA is sending out incorrect info. And I think the info came from Ed Burlow.

Me too. Higginson and Hummason have gotten some healthy orders in the past from me, usually around 26 or more pounds or so at a time every other year or so depending on what I need and what is available. Don't know what's up with Hummason as of late, price list is no longer posted, but probably out of all the high demand powders, all the ones I use, same as Higginson. Pretty sure I had to send in my PAL to buy at both stores. Not an issue in my books. It is just an ID that, when I try to use it, most people look at and pretty much say "WTF is THAT? Do you have a Drivers License I can see?"

Hummasons has removed their price list as they don't want to get caught with false advertising. Their prices are substantially lower than 98% of gun shops in Canada. A very small increase from the manufacturer stacked with a low Canadian dollar might leave little for profits. Now, if they were overpriced like many gun shops, they would not have to worry.

I emailed Brian a couple of months ago. None of my faves were available so I have put the order on a back burner. As to the price list, I usually just used it as a guideline to see what is carried/available. I would always email to find out waht quantities were available and the price. I have a still have good supply of most and I can use some of my surplus on other platforms. It kind of sucks though. It was Hummasons turn this year. Oh well. Hopefully by next year things will start to improve a bit although I'm not holding my breath.

I just got a shipment from them two weeks ago. I guess things are changing fast.
