PAL photo - Black and White okay?

Anyone know if there is any stipulation about wether or not the PAL photo can be black and white? I have some leftover B&W photos from a recent passport (foreign) renewal. Want to send one in for my PAL renewal.

If it's a colour photo, their printer never gets it right.
B&W is the best.

Say no to racism
and discriminations based on eyes colour
or red nose caused by alcohol

I have B&W on my PAL.

My old one was B&W. My new one is colour. They are more concerned with the size.
