My pal/rpal was just issued last friday and I phoned them today and they said it was sent out on tuesday. I asked if I could get the number and the guy gave it to me. Will I be able to make a purchase on the EE before I get my actual pal in hand with this 8-digit number or will I have to wait?

Once CFC issued you a licence, it will show up as "ACTIVE" in their database, so if you make a purchase online or on EE, all you need is the PAL #. When the seller phones in CFC to transfer firearms to you, your PAL# will show up as "Active", the transfer will go through.
