Legally not required. Expect more and more stores will ask for it when paying with a CC to avoid being ripped off. That has nothing to do with any registry or the province you live in, they do that to avoid being defrauded.

and, if that helps them reduce fraud, I'm all for it. It's a pretty useless piece of plastic anyway, although I use it to scrape ice off my windows from time to time.
