Incorrect. No PAL is required to purchase ammunition components or (primers, powder, bullets, brass, etc.), OR reloading equipment. A PAL is only required to possess complete loaded ammunition.

how about giving us the section of the criminal code or more likely the firearms act, which says that you require a PAL to possess ammunition. While a PAL may not be legally required to buy ammunition components, it is store policy to require one. Cabellas in Nanaimo BC most definitely require one.
