PAL Wait Time

Ontario, new PAL/RPAL application received in NS on Aug 31.
Showed up in IWS as 'under review' Nov 1.
Approved and license issued Nov 2, just waiting for the mail now. Surprised they never called my wife or references.
If it takes 2 weeks in the mail it was 11 weeks total, or in other words 4 weeks too late...

Apparently expecting mail to be delivered within Canada in 2 weeks is unreasonable. Week 3 and counting.

Yes, I spoke with the CFO - it's complete and no requests for information, references, or anything of that nature. Nothing they could tell me about timelines or anything they can do to expedite, other than they'll check in December for me if it's not in.
My provincial CFO has been great, it would just be amazing if they had more jurisdiction over the process.

I get where you're coming from about restricteds. Quite frankly at this point I'd rather have the $20 difference between an RPAL and PAL application back in my pocket than have an RPAL giving me access to zero handguns, zero semi SBRs, and zero PCCs.

I can so relate to where you're coming from. In fact, over dinner I just told my daughter I felt like the whole Restricted application was a complete waste of time and money for me. Yes, it is my fault for doing it so late - I had over 15+ years to do the Restricted...but the timing between the handgun freeze and now this could not be any worse. And I agree - I don't know whether people with Restricteds will be under additional scrutiny if / when confiscation comes to town - I have nothing Restricted and looks like I won't - but when it comes down to it, I don't think I am any further ahead than I was 3 months ago when I took my course. Well, at least my photo will be more current and I don't want to worry about the renewal process in 2024, as was scheduled.

So it turns out that if the RCMP tells you "it's with your provincial CFO," that isn't actually necessarily the case.
Likely not news to most people but as my CFO explained to me:
Miramichi has different teams per province to handle applications. When the application is assigned to the appropriate team, it is categorized as "with provincial CFO," but it actually doesn't leave Miramichi.
The only applications that actually go the provincial CFO are ones where there is a flag from a background check or checking one of the flag boxes on your application, because then your CFO will do an interview with you to establish the particulars of your case and decide whether your application should go forward.

A bit confusing and a bit nonsensical, I think. I am glad I had the CFO to explain this to me.

Thanks for the explanation. This makes sense then since mine went from Mirimichi not uploading my photo (application still with Mirimichi) to like the next day later the license was issued. I found it hard to believe it did the CFO circuit and was approved that quickly...but it makes sense if Mirimichi still had the application. And also makes sense then why CFO's office will tell people months on end wait - because they are interviewing people, not simply processing by rubber stamping

My PAL here in Alberta was approved Nov. 8th. I check the mail every day and it's still a no show. My patience has been worn down to razor thin . I really think the whole system is lagging in hopes that Bill C21 goes through and then they can deny you and I our PAL. I just want to get it and get on with life. FFS Rant over.

Why is your patience worn thin?

Not that it's acceptable but 7 months is not a long time when it comes to PAL's these days even for squeaky clean applicants, did you check boxes?

and why would C-21 deny you a PAL?

The only new way C-21 proposes to deny a PAL atm is if you had a peace bond in your past, which I unfortunately had.

There's something with the printers I believe.

Probably because 7 months is not acceptable. Whether or not "that's the way it is these days" is immaterial to whether or not someone will feel patient enough to indulge that.

The "something with the printers" is the fact that they have fewer than one printer per million license holders, so they're always overwhelmed.

I'm starting to wonder if this has anything to do with the sweeping gun ban. Some reports are saying they may want to remove ownership of all firearms.

Well the Liberals end goal is to eliminate all firearms ownership, this is nothing new.

Even though despite the very unexpected semi ban, I believe we'll have firearms in the 2030's and possibly 40's.

Who knows though...

You checked any boxes?

I also received an email reply from KAM. I no checked boxes, never been in trouble, never been in the back of a cruiser, get a speeding ticket every 15 years when I buy a new truck. It must be the luck of the draw. I am only getting my PAL for hunting as my original one expired 20 years ago. Today I bought a crossbow so I can put some venison in the freezer.

Well that's good, unfortunately I am not as squeaky clean, possibly will be denied, but possibly not, I've seen people who have decent criminal records get a PAL, so I can too.

I just don't get it, it makes no sense. I still have my paperwork from 20 years ago, from the time I finished the course and received my card was 6 weeks.

Applications for regular applicants are all over the place with regards to processing speed, PAL's take longer than they did back then generally.

Got this November 21. Not holding my breath.

Current status
Your application has been processed and your licence has been issued. If you have not received your licence within 2 weeks please contact the Canadian Firearms Program Toll Free number (1-800-731-4000).

License issued 3 weeks ago called yesterday they still haven't printed it yet. Apparently they are having issues printing them due to high volume.

That's so lame... I'm in the same boat, it's been a ridiculous year and last while especially. I keep having to change my plans and always worry the card won't even show up because reasons, since that's how things apparently work

So I paid 375 for the course last December, only ever wanted a handgun. Banned.

I started shifting my focus to rifles even though I wasn't really interested, but I found one I liked. Banned.

Now I'm STILL waiting for Ontario CFO to approve my license (CC charged on August 13), and basically every gun is banned.

I know the cost of a lawyer would be way more than the $375 I paid, but would I have a legal case against the government that I basically paid all that money and got a license and got scammed? Why should you pay for a license to something (e.g. driving or fishing) and then that thing is banned and the license is completely useless?

This government is F'n loathsome.
