Palma rifle ammo

It isn't going to do it any harm.
It certainly isn't going to perform as well as quality factory match or good handloads.
For shorter range practice, it should be just fine.
An option would be to work up a "Mexican Match" load, replacing the issue ball projectile with a match bullet of Palma weight. This probably would not be a straight swap, adjustments to the powder charge might be necessary. Pull the bullet, dump the powder, resize the neck only, recharge with appropriate powder charge, seat match bullet.
 
I have never shot that ammo but have had to shoot issued ammo like IVI, RG etc. You would have to shoot it to find out, who knows your rifle might love it. The bull on a DCRA target to more or less 2 MOA. Once is a while if you get lucky and all the stars align you can shake them all into the bull. Years ago if you shot a 50 there was a good chance that you would win that match. These days a 50.8V might win or at least get you into a tie shoot.
As tiriag said, either make it into Mexican match or shoot it as foulers or short range practice if your rifle does not shoot it well.

That is what I did for local matches when molycoating bullets was a thing. Straight swap with Sierra or Nosler 155's. Sometimes I ran the case through a resizer (primer removal pin removed) to try getting more consistancy. I did well either way.
