paper re-waxing?for federal papers

I have heard that at one time pacific tool company had a special die type tool that u could re-wax paper hulls.
So i am looking to see if any one has one, or where can it be built.

Didn't know people rewaxed paper hulls. So, don't have any idea about this and can't help. But, boy am I curious! Why would someone want to rewax a paper hull in this day and age? I remember them swelling when we were hunting ducks in bad weather (always) and everything. Is there something I'm just unaware of about paper hulls? fred
