A 4-1/4" barrel means it is a restricted firearm.
According to CFC a prohibited barrel for handguns will be 4.1" (105mm) or less.

When they brought in 12.6 I used to joke with a friend that the government was trying to get us all to buy Commanders: 4 1/4 inch barrel (just long enough) single stack mag (nice low capacity) 45 acp (not one of those evil 25acp or 32's). The perfect pistol.
