It is military, probably for a Cdn C1a1 or brit/Aussie L1A1 , even PH M85? ( fabric looks different than the Cdn ones I have )
 
Rod parts and combination tool are Canadian.
Aussie and Brit combo tools are different.
Inside and outside canvas looks odd, almost commercial.

1984 is much later than mine

Yup, Canadian. Just used mine to clean a 3006 that I picked up today. Mine is way older than yours and looks like I am missing a few pieces. Happy New Year!!
 
Looks exactly like mine except mine is in OD canvas and no markings inside. I'm pretty sure mine was made for for the enfield as it was issued to me at Borden in 1965 along with a enfield training / parade rifle. Had to give the rifle back but the cleaning kits weren't under control at the time.
 
I think it more likely in 1965 you were given the then current section cleaning kit for the C1, C2 FN FALs that had been in Canadian service since 1955. I wasn't around back then but I have never heard of a similar cleaning kit associated with the Lee Enfields in any army.
 
The NSN shown in post #1 is for the newer version of the pouch, which they made out of a more rubberized material than the old canvas case. The kits were introduced for the C1/C2 as others have said, however it is (or was not that long ago) part of the weapons tech tool boxes as a general purpose cleaning kit. While the C1 multipurpose tool was a little redundant, the remaining kit was of good quality and quite useful.

The NSN is only for the pouch, and not for the complete kit in case anyone with connections get any ideas.
 
For the serious collector there are 3 types of handle for the cleaning rod - round wood, round plastic and T shape. Have not found the latter yet.......
