Yes, military Mauser action. Note the thumb clearance cut for charger loading, the remains of the charger slot, the military pattern bolt sleeve.

That appears to be one of the early model 1000 Parker Hales. It appears to have the hindged floorplate and not the clip magazine (model 1000C). It is definetly a sporterized mauser 98 action. I would suggest it would have been on the market in the mid to late 1960's.

Easy to tell YoM with the proofmark. I don't see the hinged floorplate, but rather a non-hinged military type with the release button.
