Parkerizing

You sure the trigger guard is steel? Use a magnet to be sure. I believe, but certainly am not sure that they're plastic. If it is steel, use one of the home parkerizing kits. It'll cost less than having it done.

It's steel. the gun is a 2006 or 2007 model. i think the newer ones are plastic, similar to the new Ruger 10/22's. where would i find one of those parkerizing kits?

here's a picture.

From the look of the picture.......I would say that it probably wasn't parkerized in the first place. Parkerizing won't 'peel' or 'chip' off. Looks more like is was painted and the paint is peeling off. I don't own an SPS so I don't know for sure if that piece is steel or if it's just pot metal. Hell, it could even be aluminum.
I say do what sunray suggested and double check it with a magnet, if it doesn't stick, it's not steel and can't be parkerized. If it's aluminum you could paint it or anodize it (or both). And if it's pot metal or plastic, you have to paint it.
Make sure that if it isn't steel and you chose to paint it, to use the proper primer (for whatever material it is) so that the paint adheres properly and you don't have the same problem you have now.

I think they are a white metal, and I don't think they are actually parkerized like the rest of the gun. More of a bake on paint sorta thing........could be wrong tho.
Get a small duracoat kit and spray away
*Edit: Malice beat me to it:)

i tried a magnet, and it sticks, but just barely. i can feel the tension but it won't hold, so it's defintely metallic. where can i get the paint and such to do a job like this?

if it just barely holds a magnet its likely white metal (dinkey car metal) i really doupt it would take blueing or any other treatment that would require a decent ammount of heat.

id look at Krylon paint if i were you.

they likely come from the factory with a cheap powder coat(a bake on powder that can be done in the home oven)
