Percussion caps available?

They are available but not in the abundance that they once were. Check ALL your local gun stores, sometimes a store may have some on the shelf. Gun shows are a source as well. Your local black powder group may have a lead or even some. Check with Rusty Woods as well as Ken at albertanativeguides@gmail.com

I picked up several tins of #11 caps at Cabela's Winnipeg 6 or 7 weeks ago. Website showed out of stock but they were just sitting on the shelf; I grabbed about half of what they had. The website currently says "limited stock" at that location.

I assume you called Wolverine?
 
Except that we can no longer buy saltpeter in Canada, for exactly that reason.... Government takes away all the fun :(

I bought 5 pounds of it a couple years ago for " meat preservation" just gotta send your info.. I may or may not have made a few batches of flash cotton lol. still have a few pounds in the pantry
 
At $62.40 for just under a pound, plus taxes, plus shipping....? Plus sourcing\making the other ingredients?

It's cheaper, and less work by far, to just buy commercially made BP, and supply is starting to come back up, thanks to that Goex plant being back online.....

Edit: and it sure is controlled, or supposed to be. The two sources I once had for saltpeter informed me that due to new government regulations, they were unable to continue selling it.
I, and a couple others, used it to make slow-match for our match-locks and lighting the cannon\mortar fuses at arms length. Now we have to look into natural materials for our slow-match. I hear stinging nettle inner fibers, dried out, make good working slow match :)
