Go to a supply house that sells chemicals/fertilizers and supplies for cannabis growing.
Phosphoric acid is used to lower water pH and is generally called pH Down.
General Hydroponics, Hydrotek and Nutri Plus are some brand names and they can be from 30% and up but be aware they may also contain citric acid and other buffers. Not sure if that would affect your parkerizing.
Otherwise, search for 'food grade phosphoric acid' but it will be 75-85% and $$$

I bought something similar from arma-coat several years ago but i think they're out of business. You won't need 2 liters, the stuff goes a long way because the the stuff i have needs to be diluted to use and the guy I bought it from told me you can refresh it by putting steel wool in it. It works well and if you put bluing on after it makes a nice black color

I run a small lettuce / tomato hydroponic greenhouse and I use the 85% phosphoric acid. I works great on rust too. Shouldn't be too hard to get if your in a bigger center, shipping out to my small village was expensive but a little goes a long way. PH down the strongest solution is what I use.
Some of the liquid rust converters for autobody use are are 50% phosphoric acid IIRC -- there's a few different kinds though so you may need to check the MSDS. Not sure what else might be in them and how it would interact with your parkerizing ofc, but I've bought this sort of thing at crappy tire before.

My experience was phosphoric acid is not hard to get, even at azeotropic concentration, 85%. It's non-toxic, and not associated with explosive precursors, so anybody can sell it. You just need to find somebody willing to carry it, which will likely be a hydroponics shop, or maybe a hottub/sauna supplier.
