You can't prove in this pic that any laws were broken.
Was this pic taken in the range garden that his wife planted those flowers in (which since she cares for them would be fair to call it 'her bed')?
Does his house have a solarium or greenhouse that is directly connected to the dwelling?
A single picture doesn't prove wrongdoing.
