Why do some makes of pistol brass have a line indented around the case? I have some Fed 9 mm with the ring, and some without. It's a serrated machine made ring about approx. where the bottom of bullet would be.

It's not a rim. It's a line about right around where the bullets base is.

it's a cannelure to do what brotherRockeye said, prevents the bullet from seating any deeper into the case which would cause higher pressures.

there is nothing special/required about it when it comes to reloading them.
