Curious how others fit up a plastic butt pad?

Got my hands on a new replacement for a Winchester 77, but the butt pad stands out a few mm above the wood in some places. The stock has been sanded, but I can't imagine it having been sanded down that much.....

Is it simply a matter of marking it and sanding it down? Does a file do this job better? Perhaps a fine rasp to get the bulk of it, then sand smooth?

Hate to wreck it with the wrong tools, but I have a feeling this is simpler than I'm making it sound.
 
I have a Delta oscillating drum sander with different size spools.
Makes short work of this.
One of the odd tools I've bawt that hazzint hert me feel'inzs.

If your plastic butt pad is the thick solid sort, take some of the proud out
of the center cavity fur better edge snuggneeness.
 
Well, seems simple enough.....

Sometimes, the easier something seems, the more I think I'm doing it wrong.
