Plastic norinco/polytech stock swap to USGI fibreglass Problems!!!

Hi all! Need help!!
I just recently swapped my plastic polytech stock out for a usgi fibreglass stock and my groups have gone completely to hell! So bad that I'm not even on paper anymore at 100m. (Had 7-8" groups with the plastic stock)
I did do some minor fitting ( where the trigger group seats into the stock) in order for it to pass the "hammer follow" test. Everything fits nice and tight with no apparent rubbing in the wrong places.
I haven't bedded this stock yet, but I plan to before hunting season.
Did I miss something?? I thought I could just swap out these stocks and get slightly better groups but not even hitting paper is ridiculous!!!
Did I miss something obvious?
I don't know what to do other than start from scratch and re-mout my scope and everything!
Help!
 
Could be a number of things,

Does the action drop into the stock very easily with no resistance?
Is the lock down tight on the trigger guard?
Is the rear of the barrel band contacting the front of the stock ferrule?
Is the gas cylinder contacting the ferrule?

Is your scope loose?
