I would suggest that you leave it as is.

Museum restoration staff do remove over-layers of paint, leaving underlying paint intact. It has to be done carefully and skillfully.
 
Yes, a long branch sniper chest will fetch even more than a British chest. In fact, you might be able to make an owner very happy. I started a registry of the 90L rifles and scopes over on the milsurps forum. A user named DaveM has that rifle, although his scope is not the matching scope. I have sent him a PM on that site....he may try to contact you. I know if I had the rifle, I certainly would.

By the way, I work in a museum, and I can tell you that the curator and the conservationist would leave that chest alone.

These No.15 Mk.I chests were usually only temporarily marked for the rifle and in your case this chest was reassigned to a BSA made rifle D3###x as shown by the typical paper label. This is to be expected as the 90L8### rifles were apparently all sent to the British military. These chests usually sat in QM stores or were used in transit e.g. when shipping to an overseas posting. Finding a rifle serial number painted onto the chest is very unusual and in most cases it has been added by a civilian owner at some point.
