Huh, that looks like the 'tip-up' action on Deutsch Werke Werk Erfurt boys .22 rifles from the interwar years, only with a hammer instead of a striker
 
A number of Belgian makers produced these Flobert rifles. The one pictured looks to be a step up from the run of the mill with its engraving, double set triggers, and provision for a tang sight. The trapdoor breech is of the Warnant system. There should be Belgian proofs and makers marks on the barrel.
The time frame can be narrowed down somewhat by the marks, however general era would be circa 1880-1914.

Caliber? Bore condition?
In general there isn't much interest in Flobert rifles. This one is a more sophisticated example. Should command a premium, as such things go. Lesser grade Floberts might be pressed to make a hundred bucks. Too bad the rear sight is missing. I suppose it might bring $150 or so.
 
Is it considered a firearm in Canada?

I will look again I didn't see any clear markings on the barrel.

Supposedly came from some German immigrants from the olden days.
 
It is a firearm. If it is a .22rf it does not have antique status. If it isn't .22rf, and if it is pre '98, it would be antique. Establishing exact age could be problematic. Have you removed the barrelled action from the stock to inspect the bottom of the breech end of the barrel for proof marks?
 
I have one like that , but not as fancy that in 9mm rimfire, or 32, I would have to check, hiding in back of the safe for 50 yrs.
I would make a rear sight for it, how are you with files?
