From what I have seen, when you break the barrel to eject/extract the rounds the action should open enough for the shells to clear the rest of the gun.



Mine only opens part of the way. I can get it to open fully by forcing the barrels down with my off hand but once I do I have to move the leaver to the left and hold it there for the barrels to stay in that wide open posture.



How do I correct this? I am no gun plumber but I am not totally inept when it comes to breaking things ;o)

Is the gun brand-new? If so, the 'hinge' may just be stiff. I've had my Baikal double for around 35 years, and iirc it was pretty stiff to break open when it was new. Try taking it down & seeing if the hinge bar or the hook that engages with it need any minor smoothing/polishing. Plus, lubricate the hell out of it.
 
I had the same issue with a Baikal single shot IZH M-18 rifle. The tightness occurs in the forestock. Remove the forestock, and check the fit of the mating of lug on the barrel and the groove in the forestock. I filed the lug, but in hindsight removing wood from the groove of the forestock would be a better idea. There is a youtube video regarding this issue for a Baikal rifle.
