Pls Remove

There are VERY few gunsmiths now that are approved to deactivate firearms in Canada any longer. A year or 2 ago apparently the CFC received new guidelines from the RCMP and any gunsmith who wanted to gain approval had to submit some of their work the SFSS for inspection. In typical government manner the memo was widely circulated so many guys who had been doing deactivation work for years missed the boat so to speak. AND typical of the feds they are not approving any more approved deactivators nor have any plans for the inevitable.
Aside from that the problem you will find is that the lower has to be welded so as that either no moving parts can be installed, or the trigger group, mag and so on have to be welded to the lower. The problem is the lower is aluminum and the parts are steel and no bimetal welding rods exist.

Thanks ATRS! I must say your answer was clearly and precisely written but not surprising coming from the feds.

Wouldn't it be wiser to fill the pin holes to make it '80%'?

Another further problem to add to the mayhem, I have a polymer lower!

80% lower we are told are now considered prohibited devices. No idea how you can deal with the polymer lower.
Good luck!!

Filling the pin holes would not stop the lower from being able to discharge a round.

Without the trigger group installed, nor the mounting holes to install it (including slit in bottom of trigger housing) how would you be able to discharge a round unless one takes the catastrophic route and fires via upper only...

Can't you just take a choo saw and section the lower in half or partially in half? (Lengthwise as if you were looking down the barrel)

As far as the SFSS are concerned......it only has to be able to fire 1 round. If it explodes, it still counts.

What if the entire receiver was cut lengthwise vertically in half? Then attach the two halves on a piece of aluminum plate.

You are starting to understand their thought process. We submitted a lower years ago for inspection for classification. The lab guys literally duct taped an AR upper to a lower that had no provisions for the take down pins, but were able to get a primer to light up when a screw driver and hammer was used through the rear of the upper to get the firing ping to move. The fact that if a live cartridge was used would mean the person discharging the abortion would have ended up with a bolt carrier in between the eyes seemed irrelevant.

I guess disconnecting the gas tube and removing the buffer assembly does make it able to fire. One could also do it without a lower however...I'll be quiet now. Lol

Collector's source advertises being an authorized deactivators. But you might have to do an entire rifle. Welded together to prevent u from removing the upper and they usually drill a hole thru the barrell and weld a rod inside. But you could always give them a call
