Plugging holes after removing irons

[Wrong Way]

I pulled the irons off my Model 7, and need to fill the holes......here's the problem. I have the little screws, but they sit proud of the holes....REALLY proud. I dont get it. The holese are plenty deep enough, but I get those little plug screws in two turns and they stop dead.

Any ideas/alternate suggestions?

I buy flat top filler screws and if they bottom out in the threads, I shorten them until they go to the depth required. I can get them flush on most guns without too much trouble. Most factory filler screws that come with the rifle have a wide top that bottoms out and never will seat flush.
