POI moving

Pulling the action out of the stock should not be something you normally do. POI shift from that process *may* be normal on your rifle.

Fire a couple of rounds to seat the action into the stock and set the rifle aside. Let it cool down and "relax" for maybe a half hour or more. Better yet, take it home and come back the next day. If it settles down and stays put, just remember to run it out to settle it any time you pull the stock.

The thing you really want to know is how consistent the first three shots out of the barrel are going to be. The starting point generally is going to be a cold barrel and a rifle that's been sitting around for days or weeks.

I don’t have the Nosler book handy, but Hornady lists 68.5 grs of h4350 as max for 2800 fps.
My nosler book has max 71.5 of the IMR4350 for the 225 g. which is what I have loaded

Knock your loads back to 70grs of IMR4350 and see what happens. Trying to figure out POI problems while shooting max loads may be a goose chase.
 
I'd suspect your shooting form the most.
2 together then 2 in another spot then back into the first 2, cheek weld, or unusual changes in form of some sort.
Get your hand off the foreend and let it more or less free recoil. Pay attention to your grip and cheek weld, try to keep it the same from shot to shot.
Oh ya and back off your 72,000 CUP reloads.
